CONSTITUTION OF LLANELLI  AMATEUR ATHLETIC CLUB

1.The name of the Club is Llanelli Amateur Athletic Club. 

2. The OBJECT of the Club is the promotion of Athletics primarily in the Borough 

of Llanelli and surrounding districts and community participation in the same. 

3. The Headquarters of the Club ls Pemberton track, Pemberton, Llanelli. 

4. Membership 

(a) Membership of the Club shall be open to anyone interested in the sport on 

application regardless of sex, age, disability, ethnicity, nationality, sexual 

orientation, religion or other beliefs. However, limitation of membership according 

to available facilities is allowable on a non – discriminatory basis. 

(b) The Club may have different classes of membership and subscription on a non

discriminatory and fair basis. The Club will keep subscriptions at levels that will not 

pose a significant obstacle to people participating. 

(c) The Club Committee may refuse membership, or remove it, only for good cause 

such as conduct or character likely to bring the Club or sport into disrepute. Appeal 

against refusal or removal may be made to the members 

(d) A candidate for Membership must apply in writing on a form provided for the 

purpose, be proposed by a member and be elected the next ensuing Committee 

meeting. Membership shall be deemed to have commenced on the actual date of 

Election. The Treasurer being allowed discretion as to whether members joining 

late in the year should be charged full subscription for that year. 

(e) A Member intending to withdraw from the Club shall give notice in writing to 

the Secretary, and his/her Membership terminates on the date of that notice unless 

he/she is financially indebted to the Club, in which case the Committee may 

withhold acceptance of the resignation until he/she has discharged his/her liability. 

5. The MANAGEMENT of the Club is vested in a committee consisting of a 

President, Chairman, Vice Chairman, Treasurer, Secretary, Men’s Captain, 

women Captain and up to seven other members; all to be elected annually, six (6) 

to form a quorum. The Committee which must meet at least six times a year has the 

power to fill any vacancy which may arise and to co-opt up to four additional 

members. The Club should also appoint a Child Welfare Officer, although not a 

Committee post the Welfare Officer may attend Committee meetings as and when 

He/she sees fit. 

(a) The Officers of the Club and other Committee members to be elected at the 

Annual General Meeting. Nominations may be made in writing to the Secretary 

prior to the Meeting or verbally at the Meeting itself. All Nominees must have 

indicated their willingness to stand for election. 

(b) The Committee may nominate persons for such additional secretarial offices as 

they think necessary e.g. Press Secretary, Fixture Secretary, Membership Secretary 

etc. 

(c) The Committee has the power to appoint Sub-Committees, but any business 

carried out by these Sub-Committees shall be approved by the Committee. 

6. The Committee 

Subject to these Rules the Committee shall have responsibility for the management 

of the Club, its funds, property and affairs. 

Property etc

(1) The property and funds of the Club cannot be used for the direct or indirect 

private benefit of members other than as reasonably allowed by the Rules and all 

surplus income or profits are reinvested in the club. 

(ii) The Club may provide sporting and related social facilities, sporting equipment, 

coaching, courses, insurance cover, medical treatment, away match expenses, post 

match refreshments and other ordinary benefits of Community Amateur Sports 

Clubs as provided for in the Finance Act 2002. 

(iii) The Club may also in connection with the sports purposes of the Club: 

(a) sell and supply food, drink and related sports clothing and equipment; 

(b) employ members (though not for playing) and remunerate them for providing 

goods and services, on fair terms set by the Committee without the person 

concerned being present; 

(d) indemnify the Committee and members acting properly in the course of the 

running of the Club against any liability incurred in the proper running of the Club 

(But only to the extent of its assets). 

7. SUBSCRIPTIONS 

(a) See Appendix A 

(b) The Committee has the power to expel any Member whose Subscription is six 

months in arrears provided a month’s notice in writing shall have been sent to such 

Member by a registered letter addressed to his/her last known address, Informing 

him/her of the proposed action by the Committee. 

(c) A Member whose Subscription is in arrears may be ruled as ineligible to take 

part in any competitions promoted by the Club. No Member shall be allowed to take 

a prize in any Athletic Contest promoted by the Club if he/she is in debt to the Club 

in respect of Subscriptions, or any other item. 

8. ANNUAL GENERAL MEETING (AGM) 

A General Meeting shall be held during the month of March in every year to receive 

the Committee’s report and financial statements for the previous year, elect Officers 

and Committee and deal with any other matter specified in the agenda. The 

Secretary must give every Member eligible to vote 21 days’ notice of the Meeting. 

Notice of any business which it is desired to place on the agenda must be given in 

writing to the Secretary at least 7 days prior to the meeting. 

9. EXTRAORDINARY GENERAL MEETINGS (EGM) 

An EGM shall be called by the Secretary within 14 days of a request to that effect 

from the Committee or on written request of not less than 10 members eligible to 

vote. Such EGM shall be held on not less than 14 nor more than 21 days’ notice at a 

place decided upon by the Committee. 

10. ALTERATIONS OR ADDITIONS TO RULES 

Alterations or additions may only be made at the Annual General Meeting or 

Extraordinary General Meeting called for that purpose. Notice of any proposed 

amendments must be given as provided in Rules 8 and 9. 

11. HONORARY MEMBERSHIP

(a) Persons may be elected as Honorary Life Members in recognition of specially 

distinguished or meritorious services, either to the Cub or to Athletics in general. 

Nominations for Life Membership shall be made only by the Club Committee and 

be subject to subsequent approval at a General Meeting. 

(6) The Committee may in addition grant honorary membership to other persons 

for the duration of the current year. 

12 CLUB Account’s 

All payments from Club Funds, other than Petty Cash shall be made by cheque with 

two signatures: the Chairman, Secretary, Treasurer being so authorised. The Club 

Accounts to be audited annually before presentation to the A G M. The auditors for 

the subsequent year shall be elected annually at the A G M. 

13 VOTING AGE 

Only members not “in arrears” and over 16 on 1st September in that year are 

allowed to vote at an AGM or EGM. 

14. ELIGIBLITY FOR OFFICIAL POSTS 

Only members over 18 on 1″ September in that year are eligible to hold official or 

Committee posts, with the exception of Club Captains or Vice Captains, who may be 

elected from any members eligible to compete for the Club’s Senior Track and Field 

Teams as determined by the Welsh Track & Field League. 

15. CLUB COLOURS 

Club costume to be red vest and white or black shorts. 

16. WINDING UP THE CLUB 

(a) The members may vote to wind up the Club if not less than three quarters of 

those present and voting support that proposal at a property convened general 

meeting 

(b) The Committee will then be responsible for the orderly winding up of the Club’s 

affairs.

(c) After settling all liabilities of the Club, the Committee shall dispose of the net 

Assets remaining to one or more of the following:

(i) to another Club with similar sports purposes which b a registered charity and/or 

(ii)to another Club with similar sports purposes which is a registered CASC and/or 

(iii) to the Club’s governing body for use by them for related community sports.

Appendix B 

The following proposal was also carried at the 2014 AGM and will be included as item (d) in Paragraph 5 of the Constitution. 

d) Club officers and Committee members elected at the Club’s Annual General Meeting who are not competing athletes, are to be granted Honorary Membership for their period in office.
